Strategic Objectives

The overall objective of the MASAR project has been to strengthen the long-term resilience of local governments in Iraq and Lebanon and their host, refugee and internally displaced populations to deal with the effects of the Syrian crisis in both countries. This overall objective covers three Strategic Objectives:

Area Based Planning

Improving the capacities of local governments to engage in area-based planning.

The local governments’ spatial planning capacities in target areas are now strengthened. Scenarios have been designed as a basis for sustainable municipal service delivery and municipal investment.

Improving public service delivery to increase social stability for both local communities and refugees.

The local governments’ and service providers’ capacities in target areas are strengthened.

Local governments implement service delivery projects in a more efficient and responsive manner in line with longer-term scenarios. While users of municipal services are more aware of and interested in service delivery.
